The same research found that minority-ethnic populations were exposed to air pollution levels that were about 6% higher than those experienced by white populations. In a letter signed by 150 scientists, MPs and activists, including the climate activist Greta Thunberg, the prime minister, Andy Burnham, has been urged to hold a national inquiry into the impacts of air pollution on these groups.
Exposure to air pollution is linked to heart disease, strokes, cancer, asthma and effects on lung development in children. Despite this, the letter says, the UK does not have a dedicated mechanism to address the health inequalities. Londonโs low emission zone is working โ so why are cities around the world so cautious about clean air?
But the leading threat to clean air is posed by traffic emissions, with petrol and diesel vehicles emitting an of toxic pollutants. Measures such as Londonโs ultra-low emission zone have had a significant impact on improving air quality, with childrenโs lungs found to have grown bigger and stronger as a result of the policy. While there has been marked progress in reducing air pollution in cities like London, new government data shows that in 2025, parts of London, Glasgow and Bristol still had illegal levels of air pollution.
Rosamund Adoo-Kissi-Debrah, the mother of a nine-year-old girl who became the first person in the UK to have air pollution cited on their death certificate, said a โfailure of inaction by all the main political parties over so many years, has meant the UK population is exposed to illegal levels of emissionsโ. This warning comes as new data, obtained through freedom of information requests by the campaign group Mums for Lungs, shows that in 11 English cities and areas, including London, Greater Manchester and Birmingham, more than 200,000 children were taken to hospital with breathing difficulties in 2025.
The research found that younger children were the most affected, with more than 120,000 babies and toddlers admitted to A&E or hospital. Children are particularly vulnerable to air pollution because their lungs are still developing and they breathe more air relative to their body size than adults.
In the city of Manchester, there has been a stark increase in admissions of babies and toddlers, rising from 653 in 2023 to 1,072 in 2025. Skip past newsletter promotion after newsletter promotion Poorest children in England 40% more likely to be hospitalised for lung infections.
Jemima Hartshorn, the campaign groupโs founder, declared the situation an โair pollution emergencyโ. โBehind every number is a child who is struggling to breathe and a family looking for help.
We cannot keep treating dirty air as inevitable or acceptable,โ she said. A spokesperson for the Department for Environment, Food and Rural Affairs said: โAir quality continues to improve over the longer term and while most air quality standards are being met, more action is needed to protect communities.
โOur ambitious new targets will cut harmful particle exposure by nearly a third by 2030. Working together with local authorities will keep driving progress through clean air plans and solid monitoring.โ Explore more on these topics Air pollution Pollution Greta Thunberg Inequality Andy Burnham Health Labour news Share Reuse this content.
